I'm not sure about the term "scuttle" but it may well have been the name of the water dipper. (Today the practice survives at the water cooler). It was a natural place for the men to meet and pass rumors and information. Back in the days when sailors sailed and boats were wooden and Captain Bly and his contemporaries were around, when the sailors wanted a drink of water to slake their thirst, they went to a large barrel (a butt) at the base of the mainmast and used a dipper to get a drink.
